MP Yaw Shin Leong expelled from WP, Hougang by-election

Opposition Workers' Party has expelled Hougang MP Yaw Shin Leong over his alleged extramarital affairs and is prepared for a by-election to be held in the single-seat ward.

Party chief Low Thia Khiang told reporters on Wednesday afternoon that the party made the decision on Tuesday night because it felt Mr Yaw had fallen short of its expectations in being transparent and accountable to the party and to his constituents.

The WP and Mr Yaw had maintained silence since allegations about the MP's personal life appeared on Jan 20. On Feb 7, Mr Yaw resigned from his post as the WP treasurer.

Under the Constitution, the seat of an elected Member of Parliament shall become vacant if he ceased to be a member of, or is expelled or resigned from, the political party for which he stood in an election.

Speculation is high that Worker's Party will send in Gerald Giam, who is now the NCMP to fight Desmond Choo, former PAP Hougang candidate in the by-elections.

Former member of parliament for Hougang and Workers' Party member Yaw Shin Leong says he will not be appealing his expulsion from the party, therefore renouncing his seat in parliament.

Speaker of Parliament Michael Palmer announced in a press statement issued Wednesday that Yaw had responded on Monday to a letter sent to him by the Clerk of Parliament last week, which sought confirmation that Yaw would be vacating his MP seat and would not be appealing his dismissal.

He had until Friday, 24 Februrary, to respond to the letter sent to him.

"In view of the above, and pursuant to Article 46(2)(cool.gif of the Constitution, the seat for the Member of Hougang is vacant from the date of his expulsion from the political party for which he stood in the 2011 General Election, that is, 14 February 2012," said Palmer in the statement.

He added that he will be making a formal announcement to the House when Parliament next convenes on 28 February.

In a government gazette announcement on Monday, the Elections Department (ELD) said it will be updating the Registers of Electors on 13 April. Last year, the registers were updated four months and two weeks respectively before the Writ of Election was issued for the General Election and Presidential Election. However, Nominated Member of Parliament and political observer Eugene Tan told Yahoo! Singapore that he does not see the update of the register as a clear sign that the Hougang by-election is imminent.

Polling Day for the hotly-anticipated Hougang by-election will take place on 26 May, if contested.

Nomination Day will happen on 16 May, between 11am and 12pm, at Serangoon Junior College (SRJC), President Tony Tan announced in his writ of election issued on Wednesday, after which nine days of campaigning will begin.

Singapore's Elections Department confirmed in a press statement that Polling Day will not be a public holiday, adding that under the law, employers should allow Hougang electors under their charge "a reasonable period of time for voting".

The single-member constituency (SMC) seat has been left vacant since 14 February, when former MP Yaw Shin Leong was expelled from the Workers' Party. He did not appeal his dismissal.
